In 1947 the highway projects did not interfere with the trolleys like they did a decade later. This link leads to the PUC approval of a bunch of bridges that would carry the Penn Lincoln Parkway over Pittsburgh Railways and the Pennsylvania Railroad. In both cases, the PRC was in city streets but the fact that the state was building a highway over or under a trolley brought the PUC into the picture.
