Headquarters for parking lot and attendants?  Note the sign on the fence 
about the middle of photo -- 50-cents?  Before seeing this photo I would 
have guessed a "Receiving Room" for visitors to G.E. on a Professional 
Business Basis, sales, etc. -- "clearing house" to get into the company 
for whatever.  But it seems the small structure near the left could 
serve that purpose.
