Note the 15 minute headway on Rt. 37 off peak, in 1949. That is exactly what was provided starting in late 1951 when the interurban service was modified to provide local service in Rt. 37 territory.
What would cause a need for more frequent service in 1951/52? The territory served is not one with great population density, and was bracketed on the west by PRC routes 38/39/42, and on the east by Brentwood Motor Coach and PRC route 53. I cannot see the need for any more frequent service than the 15 minute headway offered, whether by 37-Shannon cars prior to late 1951 or the combination of W and C cars offering local service post that date. At that, the off-peak 37 cars were likely mostly empty by then.
The chart which you sent does not mention AM and PM trippers from and to Riverview and Canonsburg. These services were being provided at that time. It also does not show any Charleroi-Roscoe (Elco) nor any Washington-Canonsburg service. I think there was still some running at that time, but I'm not so clear on that.

Chris sent me this JPG in Nov-2012 detailing the assignments and headway
on the Interurban Cars early in 1949.
Note the 37/L has a 1-minute headway in the morning rush with 21-cars
needed to fill this. Whether all cars were every minute from Shannon or
that was split with Library is not known by me. I would suspect most of
the cars would leave from Shannon or more cars would be needed. The
1-minute headway is only for a 'relatively' short period of time when
demand would be highest to get people downtown before 8-AM
Start-Work-Time! The Shannon and Library cars were interlined making
one trip on one line, next trip on the other.
Base service on 37/L is 15-min with 5-cars! This "suggests" all service
is on the 37 as 1+hour is needed to make a round trip.
PM-service is every 2-minutes as times going home are more spread out
for whatever reason -- dinner out after work, shopping, partying, etc!
Evening is 15-min and 5-cars with one "Owl."
Charleroi headway is 30-min at most times of day and may have been until
last car in 1949. There were times in history when hourly was
instituted after 9-10-PM. 9-cars are needed for base Charleroi service,
4-from SHJ and 5-from Charleroi.
Washington service was every 30-min requiring 7-cars-base with 4-from
SHJ and 3-Washington.
This IS a Very Interesting Picture into an aspect of PRCo Operations.
