A reasonably fair presentation, given the space limits of the article.
One thing that would have added to its fairness would have been for the
author to include the fact that NCL was quite happy to continue to use
streetcars on lines where the physical condition of the tracks and the
density of use made rail use sensible. That was played out not only in Los
Angeles but also in St Louis and Baltimore. Whether they would have seen
fit to re-up that decision when the PCC cars became life expired or the
tracks required major reconstruction is another matter, the answer to which
was lost in the takeover of the properties by transit authorities. But in
the late 50s and early 60s, C.D.Palmer and Clyde Ligo were not the only
exponents of wringing the value out of the paid in capital investments of
their systems.
