[PRCo] the WABCO PAT-Metro study

This plan is basically what we have now, with the exception of the trackage
in the current "East Busway" to Wilkensburg and Edgewood. I remember, in
the 1970s, County Commissioner Tom Forester (who at times I personally
thought was brilliant and at times I thought him to be idiotic) kept
insisting that the East Busway be built with double track rails installed
for future use, if not immediate use upon completion of the busway. He
sadly lost that battle, however.
