Have any of the older studies been digitized:  
1963 Pittsburgh Area Transportation Study (2 parts)
1949 Mass Transportation Study of Pittsburgh and Allegheny County (2 parts) - Hathitrust.org has it, but only limited search of part 1

The 1963 study did not have a copyright notice so it should be considered in the public domain. 
Not sure about the 1949 study. 

Google has searchable copies but only snippet views are available.
