Rails in the street were leased franchises. Although they were put in  
place by the streetcar company, TMER&L, they now belong to the city.  
Most were removed soon after abandonment but there are still many in  
place that are removed when street reconstruction projects take place.  
Private ROW lines now owned by WEPCO are their responsibility,  
obviously.
