Hi Lou,
I am a hardcore overhead fan. Overhead is what got me into the hobby as a 
small child.

The issue is that both the first phase of Pittsburgh's reconstruction, the 
Shaker Heights Rapid Transit reconstruction and the surface section of 
Buffalo's starter line used extremely heavy catenary which appears to be 
heavy enough for mainline railroad electrification. The NSL, SSL and TM 
didn't need this for their street running segments.

If  light, simple span trolley wire can be approved for Washington, D.C., so 
prohibitively expensive conduit construction can be avoided, I am all for 
it.
