I agree that the photo is outbound on Liberty Avenue around 27th St. And
the PAT label makes it post-1964.
To answer the other question about the railroad crossing: The B&O
mainline crossed over this area on a viaduct between Liberty Avenue and
the Allegheny River. The B&O also had a short stretch of track (36th St.
Yard) parallel to the south bank of the Allegheny River, and running
under the viaduct.
There was an interchange between the PRR and B&O in the vicinity of the
PRR 28th St. Roundhouse. This (and much more) is shown on a 1952
Pittsburgh Terminal map that I recently uploaded to the Fallen Flags
website (www.dnaco.net/~gelwood). It's on the PRR page, and in the
"Maps" section. Also on the website are photos of the Strip District
taken from the 39th floor of the USX Tower.
