Growing up in Pittsburgh

As I recall, tampering with a car that has been blue flagged was a
serious offense which resulted in termination on most systems.  I don't
know if that was the case in Pittsburgh.

As to the individual at OERM, he was suspended from eating until he got
some new teeth.
