Kenosha and Pittsburgh trolleys

Yesterday, I visited Kenosha, WI and rode and photographed the new
downtown trolley line that opened on June 17. Three ex-Toronto PCCs are
on the property and are painted for Cincinnati, Toronto and either
Chicago or Louisville (it looks like a Chicago car, but the paint is a
darker shade of green). It's a super operation, costs 25 cents to ride
as long as you want, and the car I rode was 80-90% full all day.
Anyway, in describing the Kenosha system which has track in about 30
blocks on four streets, I related the distance to Carson St. in
Pittsburgh, and said it was comparable to a run on Carson St. from
Station Square to 18th St., then a return to Station Square via the P&LE
right of way. I also noted that Kenosha is talking about an extension
that would involve uncovering long-ago asphalted tracks. I suspect that
there are still tracks under parts of Carson St. If Kenosha can justify
a traffic-building trolley system in an area of town that's just starting
to be redeveloped, why couldn't Pittsburgh build one to connect two
mature shopping and entertainment neighborhoods? Politics, maybe?
