TEA -- Historic Lines

TEA-21 has many provisions, so it would depend upon the funds being applied
for. Under TEP (Transportation Enhancement Program), it helps your
application if you can say the line is historic, but I don't think it
requires it for rail-related projects. However, TEP may not provide enough
funds for the size of project it sounds like you're talking about. There
is also a fair amount of variation from state to state on interpreting
qualifying projects. I can't speak to FTA. Since my burgh is below the
population threshold where it can kick in, I haven't studied it.
