	The word  *removal*  (3-lines up)  should be  *RENEWAL*  --  i.e., the 
"Trustees during the time of the bankruptcy did a fair amount of track 
RENEWAL  and essentially purchased all the PCCs trying to keep the
system intact rather than to make changes."

	Proofing is like checking math  --  the same errors are repeated!!
