I just took a quick peek at the route cards for Route 12. The records quit
in March of 1943, but there was always a city loop involved, with one car on
a 60-minute headway. During the Depression it ran only during peak hours.
Prior to the abandonment of the Harmony Route, Route 12 went all the way to
the City Line, but was shortened probably to eliminate track maintenance on
a low-volume stretch of line.

It's whatever Pittsburgh Railways said it was.
R.D. George, Chief Analyst, PRC, submitted "Route 9 Charles Street Shuttle
operating results, 1950" as part of Route 9 abandonment petition.
I didn't see any referece to Route 12 being termed a shuttle route, nor
having once been a shuttle route.
