Over simpliication on your part.  Each had specific management
responsibilities.
Harold Norris ran service planning.  Bob Parker dealt with the city and
state
and traffic engineers.  Roy Behling handled all analysis and numbers.

Nebesnik ran the Mon Valley commuter rail.

A good work force.  They served Allegheny County well.
