Tell me if I'm wrong, but I suspect is that Bob R, acute observer though he is, 
mis-reports the difference between American and British treatment of collective 
subjects.

At the moment my mind is a blank as to collective nouns appropriate to Bob's 
experience, but the classic example is "Her Majesty's government are ..." as 
opposed to "The Bush White House is ...."
