I suppose all we can be certain of is that the ventilating towers were built. So perhaps no earlier than 1923 or so. The truck would have 
been well-seasoned by that time; OTOH there's no reason it couldn't still have been operating in 1927.

I need to backtrack here: I'm not sure just how the question of narrow-gauge entered the discussion. The map doesn't indicate track gauge, 
and as far as I can see there is no narrow-gauge in the photo.

The lines Bob has traced in blue are contours, which I supposed he included to indicate the hollow.

In 1923 the junction itself would have been a little less than two decades old - in other words, fully-established. According to Hilton the 
P&CS ceased operations in 1909, so it was long gone no matter the date of the picture.
