[PRCo] Trains on "the strange bridge"

In his description of the Pentax RR tape Roger mentioned:

>The entry into downtown Pittsburgh over the strange bridge over the
Allegheny 

I've been curious for awhile; did PAT consider using the old Pennsy bridge
to get light rail cars over to the North Side?  This seems a natural to me.
There is an available deck on the bridge, light rail cars already go up to
Penn station, and the Railroad ROW (sans track) goes in the direction of the
stadium.
