PennDOT has the rights to the lower deck. For whatever reason that bridge
is considered to be out of the way, not useful for providing service to
the north side. The existing junction at Steel Plaza not being oriented to
get cars from the north into the triangle might make that position make
sense; Anyhow they intend a tunnel beyond Gateway.
