It's no longer a "purchase of service" subsidy program, Fred.  As you note, 
it is a grant program.  The calculation for allocating the total state 
operating assistance appropriation is contained in the law.  It is an 
entitlement.  That's why Lancaster was able to afford to add Sunday service.

It's very much like your pension, Fred.  Your pension is based on your 
entitlement, not your needs.  The only catch with the transit authority 
grant is a requirement for 25% local match.

I have some relatives that if you gave them an extra buck, they'd spend it.  
Far be it for me to imply that a transit agency management would act any 
differently.
