Thanks for bringing me up to date on our entitlement programs.  I guess I'm
still back in the dark ages, or maybe farther back when the earth was still
cooling.  To paraphrase this, you are now telling me we can pocket money in one
year and still demand a handout in the next....  How does this entitlement
relate to reality?  If you have "x" number of people in the service area, do you
get "y" dollars?  Or if you can afford to put in $50 million locally, do you
then get $200 million in federal subsidies, and if you can put up more do you
get more?  Please describe the mechanics of the system....
On the issue of relatives ... we all have them.  Some good.  Some bad.  It is
difficult to disown the bad ones but I'm learning how.
