Usually in transit operations,layover time at the end of lines was a time for the operator to kick back and read the paper or hike to the toilet. He was not ready to board passengers until looping and waiting at the designated boarding point. He thus left room for an arriving car.He then left for the return trip at the scheduled leaving time.       chheers  rogertrolley
