[PRCo] Loops

  Why did some loops have two stops(Brookline for instance), one for layover period and the other for loading passengers. Others did not have this. 
  For instance, Drake loop let passengers off on one side then loaded on the other. Sometimes the motorman would sit at the former and wait when other times he would not. I guess it depended on how far behind schedule he was(if at all). I know Clearview loop had two different stops also. Simmons, on the other hand, only had one stop to disembark
and load. Any reasoning behind this?
