For the same reason we do that today on the buses..............to get some 
peace and quiet for a minute or two.
Today, Cleveland's GCRTA insists that operators do not board passengers until 
two minutes before departure time. This rule is out the window if the 
temperature is 30 degrees or under or if there is rain or heavy snow falling.

On the other hand, Orlando's LYNX (Central Florida RTA) insists that the 
passengers be with you 24/7. 

I seldom have a 'bad' day at work. I like the work and love driving the bus, 
(too bad Cleveland does not still have the large trolley system they once had) 
however, the few minutes by ones self is very good for the mind and body.

When I worked for PATransit it was the same as Pgh Rlwys. Pull into the loop, 
wait on the arrival side then pull to the departure side and load up.
