Johntown wrapped PCC 406 around a locomotive too.
The WCF&N does not belong on the list. You said at West Tower which
explains why a wire guard is superfluous. It was an interlocking which
could only grant right of way to trains on one railroad at a time.
I personally do not know enough about the V vs. PE crossing except that we
need to look closer at that before we include it on a list of important
crossings without wire guards. Vernon St. was south of Butte Street
Yard, therefore PE was running not only passenger but also freight trains
there. It was a transfer point for Watts to LARy cars (well, maybe not
transfer point but a place where you could change). Yes, the Catalina
boat trains, Santa Ana, Long Beach and San Pedro cars probably ran through
without stopping. But the question in my mind is, was the crossing
protected by a flagman or by signals?
