Actually, there are about 6 VA quads not scanned, but many aren't on the
site yet.

This is just WV and VA. Steve Titchenal was scanning OH and IN.
2 directories, represent 2 trips to penn state. (there was a 3rd but that
one is so old that the material is integrated)
the older run is probably on their site. the newer run probably isn't.
