[PRCo] Second Avenue

I remember 2nd Avenue having rail in good concrete pavement from the J&L
mill to Ross St. downtown, probably starting in 1957, but possibly earlier.
This was part of the access/parallel street improvements done during the
Parkway East construction in the mid-1950's.  I also remember 2nd Avenue
along the J&L mill south to Hazelwood in 1957 - it had Belgian block,
potholes, and wildly mis-alligned rail - this segment of street may have
been reconstructed after 1957 too.
