No Craft Avenue when I operated for PAT. SHJct would only use them when there 
was an excess of extra board operators with nothing to do. I did it once on 
the 35 line and saw it done many times on the 42/38. When working on buses 
out of East Liberty it was very common to have COTs. Lack of operators was 
the main reason for not doing it.
