Who says its a failure?.

It can only carry those who need or want to ride.

Rush hour traffic is good.  There is no evening or miday

Some people are against every thing.  Was 50 Carson a failure
because the mill closed.?  The Buffalo LRT had great expectations
but the city fell down around it.
