Jim is correct for initial light rail line through Beechview.  The 
correspondence files pertaining to requests for state funding make for some 
interesting reading.

As for Overbrook, at about the time he went to APTA, Bill Millar referred to 
the Overbrook rebuilding as PAT's "stealth" project.  He explained that 
there was controversy over several other PAT projects, while planning and 
lining up funding for the Overbrook project quietly continued during 1990s.
