[PRCo] Flood in Pittsburgh

Pasted below is a great piece from Ed Tennyson ... memories of
Pittsburgh.

Particularly illuminating is the next to last sentence.  Today the
corollary applies ... revenue is less than expenses so we'll shut down.

  With regard to Houston flooding, In Pittsburgh in 1942 (I think) they
had a flood. Penn Avenue was under several inches of water in the Strip
from 16th St. to 12th Street more or less.  I took the 87-Ardmore PCC
car downtown to see the flood. The trolley was running.  I must have
been reading or something, but when I looked out the window all I could
see was water and we  were no longer under the trolley wire.  I looked
out the rear window and we were under a temporary wire nearer to the
curb, We were running on temporary rails cribbed up on cross ties above
the water level. The rails kept the ties from floatng, They did not have

enough buses for a bus bridge.  Revenue exceeded expenses so continued
operation was necesary, as well as in the public inerest.  If there is a

will, there may be a way,
