You are right.

In many cases the streets with tracks were the only
thru streets.  So there was little choice.

When I first moved to Pgh in 1950 before the parkways, I used to give
driving directioins by telling people to follow the tracks, like thru 
Swissvale,
Braddock, Rankin, East Pgh. Turt;e Creek

The hilly nature of Pghmade the trolley streets the only alternative
