[PRCo] Ivory Towers trolleys

I just finished reviewing some of the PRC/PAT photos that I took in 1963-64, and here are the views of 1605 and 1699 that I found:
1699 (Ivory Towers) - 9/1/63 on 10-West View.

1605 (Ivory Towers) - 3/1/64 (first day of PAT operations) on 8-Perrysville.  (John Bromley's photo shows 1605 in Ivory Towers paint on 7/5/64.)

1699 (PRC red and cream) - 9/6/64 on 8-Perrysville.


Questions: did both 1605 and 1699 operate in Ivory Towers paint at the same time?  If not, why didn't 1699 retain the Ivory Towers paint in 1963-64, eliminating the need to paint 1605 to that scheme?  Did PRC/PAT have a rotation plan for repainting ad-cars at regular intervals regardless of the advertising contract?
