Cleveland accomplishes block numbers for "extra" service with 9901 to 9999. To have more than 99 extra units out would/should never happen. RTA has no route 99 so they picked that for the extras. Operators call Traffic Control before leaving their station to get the 99-series block number assigned.
Also, both PRCo and PATransit had/have "Car On Time" / "Coach On Time" cars and buses but no Put On Times. They are COTs not POTs. I used to really like working a COT. They also used a special "day card" for COTs. Operators noted each on time trip leaving the end of the line and recorded the vehicle number changed off with.
