Reportedly Mark Twain  --  but also reported that he has said that about 
other places as well.

When I videotaped the Sac lrvs 15-years ago or more, it was 118-degrees 
in the shade one August and I stayed for one hour and returned home  --  
exactly half that in San Fran  --  59-degrees!
