Excellent Observation, Robert!       Could be a combination but 
definitely for access to towing pin!


Here is another  URL  from Dave's  (at my Little Bother's  house until 
after New year so I get to surf on Cable!!)

The anticlimber can be seen protruding near the front doors so it seems 
to still be there  --  have another photo which suggests same.       On 
the left side under motorman front skirting below anticlimber is cut at 
an angle and suggests that the skirting in the front is gone  --  
skirting certainly not needed.

The PRCo snow plow is built like  >  looking at it from the door side 
which would tend to compact snow underneath it and thus Lift the front 
end of the car.       Support // Bracing is needed for the plow but it 
should tend Upward, Not down!!       Plow would be better with curve in 
it where snow would roll up and through it thus creating some downward 
pressure for traction.       And to be Much More Practical the plow 
should be set at an angle so snow would pile up to the right side, 
should be wider but this would create clearance problems, and should be 
curved!
