The person who pays for charter (if it is not a club
charter) would be the person to pick the car. 

Isn't Volkmer from Philadelphia? It might have been a
railfan club based outside of Pittsburgh that ran the
charter or simply a private or semi private charter.
Private individuals like John Bromley had run charters
in Pittsburgh in years gone by.
