Believe the charter is an  PRMA  charter  --  Believe it was Bill Bowker 
who made a listing of all PERC PRMA charters up through late 1960s and 
published same in Trolley Fare.       This is where I got the info so 
believe the charter was actually PRMA but Bill was there.

Don't know Volkmer's origin but he is in Florida now and has been for 
quite some time  --  Transit Consultant.

Know individuals have run private charters  -- much of that here in SF  
--  have been involved in much of that myself!!!!!!!
