I'm just reading some of this mail for the first time (I think...if I've
responded, it's old age visiting today!).
PERC really began November 10, 1946 with the charter trip on West Penn 710.
The company sent a photographer along and a number of the prints and
negatives survive. Incorporation came in 1953, as a requisite to beginning
the museum. In 1960 the name was changed to PRMA because IRS correctly
objected to the word "club" in a non-profit organization's name. Harry
Bartley charged that communists in the government were making us change the
name (so much for the enlightened railfan theory). The name changes to PTM
came in the 1990s...museum first, then corporate name.

Believe the group formed in the latter 1940s -- they split from a
National Group to form the local -- forget where I have that info --
probably on an informal basis as opposed to incorporation.
