Most recent projections  (Sunday's Chron, I believe)  indicate CA will 
run a budget surplus for several years because the economy has picked 
up, but not uniformly, of course.       Wonder if they forgot to factor 
in loss of gas taxes  --  or maybe we lose less than elsewhere  --  we  
*-may-*  have Less Public Transit Per Head than elsewhere so even with 
auto abandonment by some it doesn't drop tax revenue all that much.
