Believe that is just for DiseaseAls because private operators could 
claim that SEPTA //  ({[pat]})  SF-Muni  charters are  *-competing-*  
with them.       Doesn't apply to TrolleyCoaches and Rail Vehicles since 
they can't compete directly with DiseaseAls.
