An addenda or clarification to the text in the link below.     
Wheeling Traction was a subsidiary of West Penn, owned by the latter  
until 1931 when West Penn chose not to thrown more money down a rat  
hole.    The line north to Steubenville, however, survived as  
Panhandle Traction Co. for about another ten years.

Monongahela - West Penn Public Service Company was not a subsidiary  
of West Penn Railways.   It was owned by West Penn Electric Company  
of New York City, which happened to also own West Penn Railways, half  
of West Penn Power Company, and Potomac Edison Company (which in turn  
included the Hagerstown and Frederick Railway; and the Chambersburg,  
Greencastle and Waynesboro Electric Railway).
