Anyone in the world could purchase the PCC.       As mentioned earlier, 
licenses were granted to produce the equipment elsewhere.       Some 
times royalties were paid; sometimes not but apparently, according to 
definition, it is still a PCC!       Can't think of an example to which 
to compare this.
