Where I work (county hospital), middle management generally rules the roost.
Certain entrenched mid-level managers can make or break our top management
teams. And they have in the twenty years I've been there. These people are
ruthless about protecting their little fiefdoms within our organization.
Even if it means causing distress to the nursing staff, the patients, and
the medical staff.
Some of them are part of Las Vegas' infamous "Good Ol' Boys Network" and
their genealogy can probably be traced to the first White settlers in the
valley.
Plus EVERY ONE of the last five CEOs has kept the same administrative
secretarial staff they inherited from their predecessors. I believe that
alone dooms any attempt to change "corporate culture" for the better.
Eventually, somebody (not me, as I have too much to live for away from the
job) will come in with high power weapons and "go postal." Many of us are
convinced it's only a matter of time.
