And the cultural differences again ... you can build a pedestrian  
tunnel or foot bridge in Europe and it will be used for its intended  
purpose.   Most of them accept being herded.   We do no not.    Of  
course, they also put a fence at the intersection as a reminder that  
we would prefer that you use the tunnel.   Oh yes, one other subtle  
difference, there you might get your pocket picked in the tunnel but  
you won't be mugged at gun point.
