If it's not trolley track, it may be railway track set up by the contractor to move materials. This was common before trucks were wide spread.

It appears to me that the Bloomfield Bridge, the one which preceded the
current bridge, was built with car tracks. See the attached
pictures. This is from the Historic Pittsburgh website.
To my knowledge, no carline ever crossed this bridge from Bigelow Blvd
to Liberty Avenue in Bloomfield, or vice versa. The 77/54 used The
South Millvale Bridge which is several blocks uptown from the Bloomfield
Bridge.
