Thanks, Matt, for sending this along.  It's a great synopsis of this dispute
from a source I haven't had occasion to get to yet.

The strike marked the end of through service to Pittsburgh...PRCo crews
refused to accept AV cars operated by non-union men, and that ended that.
But it didn't end the animosity...there was more trouble over the next
couple years, including, I believe (my notes are in the library and I'm not
at the moment), another strike in either 1915 or 1916.  I sort of lean to
the latter, because West Penn went to the newly-constituted Public Service
Commission to outlaw the jitney operators (some of whom were the crewmen),
and the PSC duly complied with cease-and-desist orders.

It's really the only place West Penn had labor troubles.
