well I did a little more noodling around with the maps and in 1916 there is no sign of any coal incline near the Castle Shannon incline.  If the P&CS was still running coal trains at night ( I thought I read somewhere it P&CS closed up in 1919), then this thing between the mt oliver and knoxville is the only way they would be able to sell it.  so maybe the whole thing got moved a few blocks from the original placement.
