"Again"?  SEPTA fares haven't changed since 2001.  At $1.30 a token,
I have to ask, which big cities in the US have *lower* fares?

Actually, one of the fare options on the table -- though probably not
the most likely one -- has the price of tokens *falling* by 5 cents,
paid for by eliminating transfers:
