The PCC was designed to operate in mixed traffic.  The term "agile" was often used in Conway's annual speeches on the PCC development.  The LRV is not designed for mixed traffic.  In addition, LRVs tend to have a lot more mass to move, but that is a function of the eventual design.  They don't have to be that heavy.  The LRV prototype, at least in US, tends to be the Frankfurt U2 car.  As with most such things, there are trade-offs between weight, motor size, etc.
